Instructions for Magento configuration to set up Google Analytics can be found in How do I configure Google Analytics in Magento.

Site Speed tracking is a new feature added into Google Analytics reports, you can check this Google Analytics help page for more details about this feature.

To add the corresponding tracking code changes in Magento it is needed to update app/code/core/Mage/GoogleAnalytics/Block/Ga.php file:

         return "
 _gaq.push(['_setAccount', '{$this->jsQuoteEscape($accountId)}']);
+_gaq.push(['_trackPageLoadTime']);
 _gaq.push(['_trackPageview'{$optPageURL}]);
 ";
     }

New Magenting installations already have Site Speed tracking code inserted.
